N4 gives priority to the Save Transaction button when more than one button is enabled. For example, if the Save Transaction and Proceed to Trouble buttons are enabled, clicking the hot key will trigger the Save Transaction action. Similarly, in a scenario where the Proceed to Trouble and Proceed to Next Stage buttons are enabled, pressing the hot key will trigger the Proceed to Next Stage action.
